Welsh Language Training Framework Agreement
The National Centre for Learning Welsh has established a Welsh Language Training Framework for organisations wishing to purchase Welsh language training. These organisations may include:
- Welsh Government
- Health and Social Care
- Local Authorities
- Public Sector
- Third Sector
- Emergency Services
- Further and Higher Education
- Welsh Government sponsored bodies
- Private Sector (SME)
The programme of courses available through the Framework:
- Beginner level course
- Foundation level course
- Intermediate level course
- Advanced level course
- Proficiency level course
- One-to-one tutor
- Combined learning (partly in class and partly online)
- Three or five-day residential courses
- Online Courses
- Training about the Welsh language
Employer’s responsibility
- There will be cost implications for employers holding courses on this Framework;
- The employer will be responsible for completing the ‘further competition’ process to find a training provider;
- The employer will be responsible for identifying course needs in relation to level, hours, timetable, learning and development needs. Assistance is available from the National Centre for Learning Welsh;
- The employer will be responsible for identifying information regarding organisational structure, customers, management and operational structure, culture and posts, etc.
Providers on the Welsh Language Training Framework Agreement
The following providers were selected following an open competitive process through Sell to Wales in April 2017. It is the training provider’s responsibility to offer a comprehensive service, high quality teaching standard with qualified tutors. The provider will be expected to carry out an initial learner assessment, ensuring reasonable variation where learners have additional needs.
Period
The period of the Framework Agreement is three years, with the possibility of a two-year extension.
Further Competition
Employers will be responsible for commissioning the Welsh language training, through the ‘further competition’ process. The National Centre for Learning Welsh can supply a template.
In following the further competition process, employers are expected to require providers to provide costs for the course/courses requested, including location costs, course management and administration costs, employing tutors, and learning resources.
